The Town Center is the middle of Horizon West’s plan: the area Orange County set aside for the community’s main shops, offices and denser housing, with the five villages around it. Its shopping district is Hamlin, on New Independence Parkway. This page covers the whole Town Center as a place to live; for restaurants, events and parking at Hamlin, see our Hamlin guide. Like the rest of Horizon West, it is unincorporated and governed by Orange County.
